Using this script from Javasource, you can create links on your site that display
a message when the user places their cursor over it. Your message can be displayed
in a number of box styles. And, since it is in a .js file, you can add the code
to your site once and call it from every page of your site. See examples and

GET UNDER THE HOOD WITH MICROSOFT INTERNET EXPLORER
If there are Web page layouts that really catch your eye and you'd like to know
how to recreate them, FrontPage and Internet Explorer 4.0 can point you in the
right direction. With the Microsoft FrontPage Web site creation and management
tool set up as your HTML Editor in Internet Explorer, you can go to almost any
Web page, click on the edit button at the top of the browser, and that page
will open in the FrontPage Normal View where you can see how tables and cells
are used to create a specific layout.
To set FrontPage as your HTML editor in Internet Explorer, go to the Tools menu
at the top of the browser and select Internet Options. Under the Programs
tab, select Microsoft FrontPage as your HTML editor and when you next visit
a Web page, you can select edit from the browser and the page will open in FrontPage
Normal View.
